Ms. Kay Goss, CEM®

"Preparedness in the 21st Century: Reaching Resilience"

Ms. Kay Goss, CEM(R)Ms. Goss has 3 decades of experience working as a federal and state administrator, as well as a senior advisor in areas of emergency management, including emergency preparedness, mitigation, response and recovery. She joined Systems and Research Applications International (SRA) in 2007, where she currently serves as the Director of Emergency Management and Crisis Communications, she served as Senior Advisor for Homeland Security, Emergency Management, and Business Continuity, at Electronic Data Systems Corporation (EDS), the global technology company. Before her private sector leadership and management, she served from 1994-2001 as Associate FEMA Director in charge of the National Preparedness, Training and Exercises Directorate and from 1982-1993 as Senior Assistant for Intergovernmental Relations, Governor, State of Arkansas.

Major General William H. Etter

Major General William H. EtterMajor General Etter is the Director, Domestic Operations (J3), National Guard Bureau, Arlington, VA. As the Director, he is responsible for assisting the Director, Joint Staff and Chief, National Guard Bureau in the direction and control of all National Guard Domestic Operations by planning, coordinating, information sharing, and integrating all aspects of National Guard Domestic Operations. He is also responsible for formulating, managing, and distributing resources to include two congressionally mandated programs: National Guard Counterdrug Program and National Guard Weapons of Mass Destruction - Civil Support Team Program. General Etter earned his commission though the Air Force Reserve Officer Training Corps program at the University of Connecticut and is currently a member of the Connecticut Air National Guard. After attending pilot training and initial Replacement Training Unit, he was assigned to fly the F-16 in United States Air Force Europe at Hahn Air Base, Germany. After returning stateside, General Etter was assigned to the F-16 Replacement Training Unit at MacDill Air Force Base, FL. In 1987, he joined the Vermont Air National Guard. He served as flight commander, operations officer, flying squadron commander, and operations group commander, over-seeing the unit’s involvement in both Operation Southern Watch and the significant taskings during Operation Noble Eagle. Moving to Joint Force Headquarters Vermont, General Etter served as Director of Operations and Assistant Adjutant General - Air, Vermont National Guard. He was previously assigned as the Acting Director, Joint Staff, National Guard Bureau, Arlington, VA. General Etter is a command pilot with over 3,300 hours in the F-16.

Brigadier General Michelle D. Johnson

Brigadier General Michelle D. JohnsonBrigadier General Johnson is director, Strategy, Policy, Programs and Logistics, United States Transportation Command, Scott Air Force Base, Ill. USTRANSCOM is the single manager for global air, land and sea transportation for the Department of Defense. A distinguished graduate of the U.S. Air Force Academy in 1981, General Johnson completed graduate studies as a Rhodes Scholar before earning her pilot wings in 1984. She has served in various assignments in air mobility, airlift and tanker flying operations and training, academic instruction and personnel. She has commanded the 9th Air Refueling Squadron, the 97th Operations Group and the 22nd Air Refueling Wing. The general commanded a deployed air refueling squadron in Operation Southern Watch and an air-refueling wing in support of operations Noble Eagle, Enduring Freedom and Iraqi Freedom. She has served as the Air Force Aide to the President, an Assistant Professor of Political Science and Associate Air Officer Commanding at the U.S. Air Force Academy and Director of Personnel for Air Mobility Command, a major command of 58,000 civilian and military airmen. General Johnson most recently served as the Deputy Director for Information and Cyberspace Policy on the Joint Staff, Strategic Plans and Policy Directorate (J-5) in Washington, D. The general is a command pilot with more than 3,600 flying hours in C-141, T-41, KC-10, C-17, C-5 and KC-135 aircraft.

Mr. Yuki N. KarakawaAmong many key roles in the area of global preparedness, Mr. Yuki N. Karakawa is currently the Chairman of Home Islands Security Committee, an activity of the Karakawa Foundation. He is also an Ambassador for the International Association of Emergency Managers (IAEM) and for the International Emergency Management Society (TIEMS). Mr. Karakawa is the International Coordinator of the US Kids Science Academy (SAS), and Advisor for JP Aerospace and Guardian Angels. Academically, Mr. Karakawa is faculty at the International Emergency and Crisis Research Center at Tokyo Science University as well as an honored Associate to the Vice President of Strategic Initiatives at Florida Institute of Technology.

Mr. Norman "Norm" A. Willox, Jr.

"Delivering Critical Information-Just-in-Time in a Crisis"

Norman Mr. Willox is Chairman and Chief Executive Officer of Critical Information Network (CiNet), where he oversees the company’s strategic growth and development. He is also a Partner (operational) for the Comvest Group (Comvest), a private investment firm. Mr. Willox has spent the past 25 years managing information businesses in risk markets, most recently as the CEO of LexisNexis Special Services Inc. (LNSSI)where he was responsible for leading the government business unit, including all sales, product development and policy application for the management of government information solutions. He currently serves as a board member with ALI Solutions and InfoZen, Inc., and is the Chairman of the Center for Applied Identity Management Research (CAIMR).

Mr. James W. Satterfield

Mr. James W. SatterfieldJim Satterfield is the President/COO of Firestorm Solutions, LLC, a national leader in providing critical decision support and planning to corporations, schools and universities on issues of business continuity, crisis management, communicable illness/pandemic planning, safety, security threats and vulnerability analysis. Mr. Satterfield led the Firestorm team that provided the crisis and media management support at Virginia Tech in response to the shootings, and was integral in designing the communicable illness/pandemic plan for a leading national retail chain. He is currently leading a national focus on overcoming disaster denial, swine flu (H1N1) pandemic planning, the role of schools in protecting their students, and the impact of disaster discrimination. Mr. Satterfield holds an undergraduate degree in Engineering and a Masters of Science from The Georgia Institute of Technology.

Dr. Linton Wells, II

"STAR-TIDES and Global Preparedness"

Dr. Linton Wells, IIDr. Linton Wells II is a Distinguished Research Professor and serves as the Transformation Chair at National Defense University (NDU). Prior to coming to NDU he served in the Office of the Secretary of Defense (OSD) from 1991 to 2007, serving last as the Principal Deputy Assistant Secretary of Defense (Networks and Information Integration). In addition, he served as the Acting Assistant Secretary and DoD Chief Information Officer for nearly two years. His other OSD positions included Principal Deputy Assistant Secretary of Defense (Command, Control, Communications and Intelligence-C3I) and Deputy Under Secretary of Defense (Policy Support) in the Office of the Under Secretary of Defense (Policy). In 26 years of naval service, Dr. Wells served in a variety of surface ships, including command of a destroyer squadron and guided missile destroyer. In addition, he acquired a wide range of experience in operations analysis; Pacific, Indian Ocean and Middle East affairs; and C3I. Recently he has been focusing on STAR-TIDES, a research project focusing on affordable, sustainable support to stressed populations and public-private interoperability.

Dr. Clifford R. Bragdon

Dr. Clifford R. BragdonDr. Bragdon is the Vice President for Strategic Initiatives and Dean for Continuing Education at Florida Institute of Technology. His specialty is the field of transportation, land use/space use, simulation, environmental planning, sustainability, safety and security. In 2008, he published his sixth book, Transportation Security. Dr. Bragdon holds an AB degree in Political Science and Sociology from Westminster College, a Master’s degree in Urban Planning from Michigan State University and a Ph.D. in City Planning from the University of Pennsylvania. Prior to his academic career, Dr. Bragdon was a Captain, United States Army (Medical Service Corps).

Mr. Tony Bardo

"Government Leadership and Network Preparedness: Ensuring Back-up Connectivity and Interoperability during an Emergency"

Mr. Tony BardoMr. Bardo has over 20 years experience with strategic communication technologies that serve the complex needs of government. He joined Hughes in January 2006, serving as Assistant VP of Government Solutions, providing satellite broadband applications solutions to federal, state, and local governments. Previously, Bardo was with Qwest Government Services for nearly 5 years as Senior Director of civilian agencies sales and marketing, Senior Director of Marketing, and Senior Director of Business Development. Mr. Bardo spent 14 years with the government markets group at MCI where he held the position of Executive Director for civilian agencies. His teams managed programs with the FAA’s national air traffic control network, the SSA’s toll-free network, the U.S.P.S.’s Managed Service Network, and the U.S. GSA’s FTS2001.

Mr. Fred Maxik

Mr. Fred MaxikFred Maxik has over 20 years experience in innovation of environmentally friendly technologies. He currently serves as the Chief Scientific Officer of Lighting Science Group, a company he founded in 2001 and is recognized as being a pioneer and an authority in the development of Solid State Lighting for use in general illumination. To date, Mr. Maxik has over sixty Utility, Design and Process Patents in the United States and Worldwide granted, allowed or pending. His inventions include enhanced efficiency power supply, electronic controls, reduced mass thermal structures, sustainable design elements, advanced optics, and SSL fixture structures. In addition, he currently co-chairs the Florida Sustainability Alliance at FIT and sits on the board of directors of the Space Coast EDC. Mr. Maxik frequently speaks at international conferences in lighting, sustainability, and chronobiology and regularly authors/co-authors technical papers and presentations. Prior to Lighting Science, Mr. Maxik spent over 14 years in product innovation and development as a Vice President with Sansui and Onkyo, as well as advising Harris Corporation on semiconductors for use in high efficiency digital amplifiers.

Mr. Richard E. (Dick) Nichols

"Protecting Remote and Isolated Assets"

Mr. Richard E. (Dick) NicholsMr. Nichols is the CEO of SuperTel Network Inc., which develops and deploys secure networks and remote surveillance systems. For the past eight years SuperTel has provided voice and data networks to the US Air Force and in 2007 was awarded a contract for the development of the Remote Visual Assessment systems for the Air Force Missile Command. Mr. Nichols is also the managing partner of a related company, Veri-Core LLC, which develops and manufactures stand-alone and network based audio and video recording systems for large courtrooms, board rooms, interview rooms and any live event. Before joining SuperTel, Mr. Nichols started an engineering company, Icon-O-Voice Inc., which developed a graphical programming product for creating telecommunication switching, debit call systems, emergency notification systems, CALEA (legalized wiretapping) systems, and Voice Over IP, VoIP, gateways which have been deployed in over 15 countries. During his 20 years at the Harris Corporation, Mr. Nichols was a product development manager for Radio Control Trains, “Locotrol”, Train Monitoring Systems, ‘PROBE’, Anti-jamming satellite networks, and satellite communications. Mr. Nichols was awarded several patents in packet radio communications, electronic airbrake controls, and diesel engine monitoring. In 1985, Mr. Nichols received the Harris Engineer of the Year Award for the VECP project. Mr. Nichols is a graduate of the University of Tennessee, BSEE.

Mr. Corey A. Cook

Mr. Corey A. CookCorey A. Cook serves as the Senior Program Manager of Theater Opening and Sustainment, Lockheed Martin, a division focused on international business strategy, technology implementation, and utilization of Soft Power to promote theater stabilization to include disaster response. Formerly a Lieutenant Commander in the U.S. Navy, Mr. Cook served as the Naval Action Officer for South American and Pacific Rim operations and later served as the Director of Operations for the Navy Expeditionary Medical Support Command, responsible for humanitarian assistance, natural disaster, and wartime medical response. He oversaw the deployment, activation, administration, procurement, assembly, and logistical support of eight 500 bed Fleet Hospitals worldwide, multiple rapid deployment Expeditionary Medical Facilities, and numerous Forward Deployable Preventative Medical Units responsible for disease and contagion detection. During his tenure, he directed command disaster relief response and humanitarian assistance service for Hurricane Ivan, the Indonesian Tsunami, Hurricane Katrina, and the Pakistan Earthquake. Mr. Cook received his Bachelor’s Degree of Science in Business from Christopher Newport University and Masters in Project Management from the Florida Institute of Technology and presently resides in Hampton Roads, Virginia.

Mr. Yossi Kaner

Mr. Yossi KanerMr. Kaner has over ten years experience in 3D modeling expertise for real time, GIS data manipulation and architectural design. His recent projects include developing a large database of two seaports for the Federal Transit Authority (FTA), which were implemented and are currently used by security personnel for table top exercises. Mr. Kaner was a 3-D specialist at the National Aviation and Transportation Center on Long Island, New York in the first Transportation and Aviation School in the United States (Dowling College). He then came to Florida Atlantic University (FAU) where he was the lead simulation specialist working for the Center for Intermodal Transportation Safety and Security (ITSS), consisting of 12 universities and a $10,000,000 center of excellence established by Congress. Proficient in a wide variety of simulation and modeling software including PRESAGIS (Multigen-Paradigm): Creator-Pro, CTS, Vega Prime, 3DStudio Max, Autodesk AutoCAD, and Adobe: Photoshop, Premiere. Mr. Kaner holds a Bachelor of Science in Architecture from Israel’s Institute of Technology (Technion).

Mr. Terry B. Gillett

Mr. Terry B. GillettMr. Gillette is the founder and President of Raytheon_SI where he has positioned the company as a world class leader in providing specialized information security solutions for the U.S. Government. He is also a cofounder of Security Innovation Inc. an application security start-up specializing in application level security assessments, compliance auditing, and security training. Currently a doctoral candidate in Computer Science at Florida Institute of Technology, he holds a Master of Science in Computer Science, a Bachelor of Science in Computer Science and a Bachelor of Science in Ocean Engineering from Florida Tech.

Ms. Ronda Henning

"Infrastructure Interdependencies: Their Impact on Preparedness"

Ms. Rhonda Henning, CISSP-ISSAP, CISSP-ISSMP, CSSLP, CISMRonda Henning, CISSP-ISSAP, CISSP-ISSMP, CSSLP, CISM, is the Senior Scientist for Security and Privacy at Harris Corporation; a Melbourne, Florida based international communications company. Ms. Henning is responsible for the advanced information assurance research and technology direction for Harris’ information assurance offerings. Previously, she was the Network Security Manager for the FAA Telecommunication Infrastructure (FTI) Program, responsible for securing the FAA’s Wide Area Network, a national critical infrastructure. Prior to her employment at Harris, Ms. Henning worked in information security research and development at the National Security Agency. Ms. Henning holds an M.B.A. from the Florida Institute of Technology, an M.S. in Computer Science from Johns Hopkins University, and a B.A. from the University of Pittsburgh. She is a doctoral candidate in information assurance at Nova Southeastern University. A frequent speaker on enterprise information security processes and assurance, Ms. Henning has over 50 refereed publications on various security topics.

Dr. Richard Ford

"The Many Facets of Assured Information"

Dr. Richard FordDr. Ford graduated from the University of Oxford in 1992 with a D.Phil. in Quantum Physics. Since that time, he has worked extensively in the area of computer security and malicious mobile code prevention. Previous projects include work on the Computer Virus Immune System at IBM Research, and development of the world’s largest web hosting system whilst Director of Engineering for Verio. He is currently a Professor at Florida Institute of Technology, and director of the University’s Harris Institute for Assured Information.

Mr. David Thompson

“Certification & Accreditation: Some Things Never Die”

Mr. David ThompsonMr. Thompson is currently the Chief Information Assurance Architect for Harris Corporation and is a proven leader in the development of IA protections for large high assurance network systems. Possessing a broad background in IA, networking, systems engineering, development, and certifications, he is able to provide the vision necessary for success in meeting this critical TSAT SS requirement. He has led dozens of IA programs for a range of DoD and Intelligence Community programs. In his current position as the Harris Chief Technologist for IA, he served as the IA architect for the RRSD Phase of the TSAT SS Program. Mr. Thompson has also worked on projects for Northrop Grumman, Boeing, DARPA, and NSA. He received a degree in Electrical Engineering from Georgia Institute of Technology.


Human Factors

Dr. Michael D. McDonald

Dr. Michael D. McDonaldMichael McDonald is director of the National Sustainable Security Infrastructure Pandemic Initiative. Dr. McDonald is chief architect of the U.S. Resilience System. Dr. McDonald is also currently President and CEO of Global Health Initiatives, Inc., Executive Director of Health Initiatives Foundation Inc. He is Principal Investigator on the Disaster Knowledge Management System and the Global Resilience System testbed, which are oriented toward the prevention and management of large-scale social crises (e.g., disease outbreaks, terrorism, natural disasters, economic and social discontinuities) at the global, national, regional, and local levels. Dr. McDonald has served in several roles of national importance in the areas of health and homeland security. In the years following his exposure to anthrax in the Hart Senate Building, while leading a US Medical Technology Policy Committee (IEEE) delegation on BioSecurity Computing and Communication, Dr McDonald focused on improving U.S. homeland biosecurity. He has served as Director of the National Disaster Risk Communication Initiative, Communications Chairman of the National Capital Region – Emergency Response, CADS Senior Scientist in the School of Engineering at George Washington University, the Health and Biodefense Coordinator of the Georgetown University Life Sciences and Society Initiative, and as a board member of the University of Maryland Center for Risk Communication Research. He has led the Advances in Behavioral, Social, and Natural Sciences for Homeland Security Initiative and led Disaster Knowledge Management Initiatives taking him into India and the tsunami disaster areas of Sri Lanka and Indonesia, as well as into the Hurricane Katrina disaster areas in the U.S. Gulf Coast. He more recently coordinated an experimental rapid response team into the Irrawaddy Delta of Myanmar (Burma) following Cyclone Nargis.

Pamela McCauley Bush, Ph.D., C.P.E.

Pamela McCauley Bush, Ph.D., C.E.M.Dr. Pamela McCauley Bush is the Chief Technology Officer (CTO) of Bush Enterprises, an Orlando based engineering and technical services firm. Bush Enterprises specializes in technical and analytic support, software product development, complex software development, modeling and simulation, human factors and industrial engineering. Clients of Bush Enterprises include the US Army Corp of Engineers, NASA, the Department of Defense and many others. Dr. Bush is also a tenured professor in the Department of Industrial Engineering and Management Systems at the University of Central Florida where she leads the Human Factors in Disaster Management Research Team. The author of over sixty publications, her research focus includes human factors in disaster management, evaluation and development of artificial intelligence models using fuzzy set theory, human factors model development, human factors in chemical and biological weapon development and the human impact in information security.

Dr. Michael Workman

"Security and the knowing-doing gap: What do we know, and where do we go from here?"

Dr. Michael WorkmanDr. Workman came to academic life with nearly 30 years experience in the computer industry with companies such as Digital Equipment Corp, Unisys, France Telecom, and Bank of America. His research investigates how to exploit technologies, tasks, and human factors to improve how well people work. Dr. Workman did his undergraduate work at Ohio University, received a Master of Science from Southern New Hampshire University and his doctorate from Georgia State University.

Ms. Sheri Donahue

Ms. Sheri DonahueMs. Donahue is the Director of Customer Support for DisastersNet, Inc. which produces a web-based, automated incident management system. She works with clients to set up the automated Disaster Incident Management System (DIMS) within their respective organizations, trains administrators and users, sets up exercises and advises on exercise planning. Prior to that, she was employed by Norwich University Applied Research Institutes (NUARI) where she was contracted to serve as the Managing Director of the InfraGard National Members Alliance (INMA) and as the Executive Director and President of the Cyber Conflict Studies Association (CCSA). She has been part of the National Board of Directors since 2004 in various roles: member of the Board, an officer of the corporation (Secretary) and as the National Managing Director. In addition to her work with the local chapters, she has worked with representatives of the FBI, DHS, INSA, ASIS and many other National organizations to integrate efforts toward critical infrastructure protection and national security. She served as an engineer and special programs manager for the Department of the Navy for 16 years coordinating program protection efforts for several Navy projects. Ms. Donahue received her Bachelor's Degree in Industrial Engineering from Purdue University.

Mr. Brian Hennessey

"Physical Security and Simulation Technology"

Mr. Brian HennesseyMr. Hennessey has over twenty years experience in the modeling and simulation industry. He is currently the Director of Advanced Programs for Adacel Systems Inc. where he overseas cutting edge research projects. Mr. Hennessey frequently speaks at international conferences in simulation and regularly authors technical papers and presentations. Most recently he has been focusing on the application of interactive simulation technology in the physical security industry. He holds a B.S. Degree in Communications.

Mr. David Kim

“Building an Education, Certification, & Cyber Security Eco-System to Fulfill the Nation’s Cyber Security Workforce”

Mr. David KimMr. David Kim, B.S.E.E., is the President & Chief Security Officer for Security Evolutions, Inc. (SEI) in Fairfax, VA. SEI provides IT security training and consulting services for large enterprises, banking, financial, manufacturing, healthcare, and retail verticals around the world. SEI has specific expertise and experience in VoIP and SIP layered security solutions where privacy data may encompass both data and voice communications. In addition, SEI builds Emergency Management Response Plans using real-time communications for K-12, Higher-Education, and law enforcement agencies dealing with security incidents and breaches. Mr. Kim’s IT and IT security experience encompasses over 20 years of technical engineering, technical management, and sales and marketing management experience in the IT field as well as with large service providers. This experience includes LAN/WAN, internetworking, enterprise network management, and IT security for voice, video, and data networking infrastructures. Currently, Mr. Kim is an active IT security consultant, trainer, and developer and is instrumental in defining SEI’s security products and services as well as for clients including large service providers. Previously, Mr. Kim was the Chief Operating Officer (COO) of (ISC)2 Institute located outside the metropolitan Washington, D.C. area where he was responsible for content development, educational product development and management, and educational delivery and fulfillment for (ISC)2 and its IT security professional certifications such as the CISSP®, SSCP®, and ISSEP® professional.


The Economy and Preparedness

 Ms. Tracy Hannah

Ms. Tracy D. HannahTracy D. Hannah joined Secretary Janet Napolitano’s administration as Deputy Director of the Department of Homeland Security’s Private Sector Office in February of 2009. Her responsibilities include: managing relations with the travel and tourism industry; providing leadership in developing security policies and procedures for arenas, stadiums, airports, convention facilities and large retail facilities; and serving as a liaison for Southwest border issues. Within the Private Sector Office, she conducts inter-component and office collaboration with FEMA, the U.S. Coast Guard, and the Office of International Affairs. Tracy served as Secretary Napolitano’s policy advisor for regulatory affairs during the Secretary’s tenure as Governor of Arizona. Her experience includes service as an assistant state agency director, an administrative law judge, and a prosecutor. Prior to pursuing a career in law, she owned and operated her own business and partnered in a number of other business ventures. Tracy’s business background and public service experience make her uniquely qualified to handle challenges facing DHS. As policy advisor, she managed hundreds of legislative bills, while advising then Governor Napolitano on each bills impact; she was responsible for 45 boards and commissions including Financial Institutions, Real Estate, Insurance, Building Contractors, and Physicians. She also served as the Assistant Director of the Arizona Department of Liquor Licenses and Control. She has a long history of government service which includes her work as a rules attorney and legal analyst for the Department of Economic Security from 2005 to 2006; as an Arizona Administrative Law Judge from 2003 to 2005; and as an Assistant District Attorney in New York City from 2000 to 2003. Tracy holds a law degree from St. John’s University in New York, and a bachelor’s degree from St. Joseph’s College in Brooklyn, where she was valedictorian.

 Mr. A. Martin Erim

A. Martin ErimMr. Erim is a licensed attorney and received his J.D. from the American University, Washington College of Law and a B.A. degree in Political Science from the Pennsylvania State University. Mr. Erim is a member of the World Presidents Organization (WPO), and serves on the boards and advisory groups of a number of businesses and is a member of the National Military Intelligence Association. He is Chairman of Americans for Strong National Security; a nonpartisan, political networking and fundraising nonprofit organization.

She serves as Immediate Past Chair of the American Planning Association’s Economic Development Division (an elected position) and was the Director of the School of Community Resources & Development at Arizona State University. Community investment and well-being comprise the focus of Rhonda’s research and outreach activities. With public, private and non-profit experience, she offers both practice and academic perspectives.

Mr. Steve Kroecker

Mr. Steve KroeckerSteve Kroecker is the corporate visionary and designer of SeaAway’s port control units, known as the Sea Sentinel System. He is the overall Director of Project Engineering and Design responsible for the design, engineering, development, implementation strategies and logistical support plan. He holds all patents that are licensed exclusively to SeaAway. Mr. Kroecker has extensive experience in all aspects of the business and technology industries and is highly regarded as a leading innovator and provider of security solutions in the Seaport Security arena. Prior to launching SeaAway, Mr. Kroecker founded TelZuit Technologies, Inc, where he developed and patented, both the United States and International application of a cutting edge wireless heart monitoring system. In addition, Mr. Kroecker headed up the team tasked with the first Sony product being manufactured in the United States, the ‘Sony Caddycam’. Additional prior oceanographic experience includes the design and implementation of various underwater construction techniques still widely practiced today. Mr. Kroecker is a veteran of the United States Coast Guard. He attended New York Institute of Technology, Georgetown University, and American University Graduate School.

Mr. Lawrence W. Wuensch, CEcD

"Airports as a Strategic Community Resource"

Mr. Lawrence W. Wuensch, CEcDMr. Wuensch has experience in a multitude of fields, including airports, economic development, city planning and disaster preparedness. After graduation from Virginia Polytechnic Institute, he worked in a variety of positions, including County Administrator of two Virginia counties. As the designated County Director of Civil Defense (as it was called in the 1970’s) he received federal training in emergency planning and radiological defense. In addition, he was appointed to the Virginia State Emergency Medical Services Advisory Council by then Governor Chuck Robb. He became a certified EMT and a Virginia State Certified Fire Instructor while serving 14 years as a rescue squad and fire department volunteer. His career advanced to the field of economic development and he graduated from the Economic Development Institute at the University of Oklahoma. For the past 15 years he has served as an assistant director at Melbourne International Airport in Melbourne, Florida.

Dr. Terry Shehata

Dr. Terry ShehataDr. Shehata is the Vice President for Strategic Planning and Grants Development for TimeWise Management Systems. His is the Project Director for the Defense Logistics Agency’s (DLA) New England and Florida Defense Manufacturing Supply Chain Initiatives. The goals of the initiatives is to put in place for DLA a highly effective means of linking DoD demand for low volume parts and surge demands with available and underutilized manufacturing capacity in New England, Florida and other states on an on-demand basis. Dr. Shehata received his Ph.D. from the University of Maine in 1981 with specialization in Biochemistry.
